Summary of the House Committee Version of the Bill

SB 255 -- UNIVERSITY OF MISSOURI BOARD OF CURATORS

SPONSOR:  Pearce (Kingery)

COMMITTEE ACTION:  Voted "do pass" by the Committee on Higher
Education by a vote of 9 to 1.

Currently, the nine-member University of Missouri Board of
Curators cannot have more than one member from any one
Congressional district.  This bill requires that at least one but
no more than two curators will be appointed from each district.

FISCAL NOTE:  No impact on state funds in FY 2010, FY 2011, and
FY 2012.

PROPONENTS:  Supporters say that the bill addresses the
likelihood that Missouri will lose a Congressional district in
2010.  Currently, the number of curators matches the number of
Congressional districts.  The board supports this method of
solving the problem.

Testifying for the bill were Representative Kingery for Senator
Pearce; and University of Missouri.

OPPONENTS:  Those who oppose the bill say that students, as the
largest financial contributors, deserve a seat on the board.
Without specifically requiring a voting student curator, students
will likely go unrepresented.

Testifying against the bill was Associated Students of the
University of Missouri.
